The Bureau of Indian Affairs (BIA), Department of the Interior, has signed a Finding of No Significant Impact (FONSI) and issued a Final Environmental Assessment (EA) for the Ewiiaapaayp Tribal Community and Fee-to-Trust Project. The EA assesses the potential environmental impacts that could result from the acquisition by the BIA of approximately 48.7 acres within unincorporated San Diego County, California (Project Site) into federal trust status (Proposed Action) for the benefit of the Ewiiaapaayp Band of Kumeyaay Indians (Tribe). The EA has been prepared pursuant to requirements set forth in the National Environmental Policy Act (NEPA; 42 USC § 4321 et seq.); the DOI’s Procedures for the Implementation of NEPA (43 CFR Part 46 [2008]); and the DOI NEPA Handbook. The Draft EA, dated December 2025, was released to the public for a 30-day public comment period that ended on January 21, 2026. The Final EA consists of the December 2025 EA as amended by Errata sheets included in Attachment 2 of the FONSI. Based on the analysis and impacts discussed in the EA, comments received during the public review period, and the full administrative record, the BIA has determined that the Proposed Action will not result in significant adverse effects to the quality of the human environment with mitigation.
