Shan King-Hwy 190-Hartsell Economic Development Fee-to-Trust Project

The Bureau of Indian Affairs (BIA) has prepared an Environmental Assessment to analyze the potential environmental consequences of the Tule River Indian Tribe of the Tule River Reservation’s proposed acquisition of an approximately 109.57-acre property in Tulare County, California, into federal trust status for the Tribe (Proposed Action). The Tribe seeks this acquisition to support economic opportunities by developing a small commercial area, with the existing uses-including citrus grove operations, grazing land, and open space continuing on the remainder of the property (Proposed Project). The federal actions necessary to implement the Proposed Project trigger the requirements of the National Environmental Policy Act (NEPA). The BIA is the Lead Agency for compliance with NEPA.

A Notice of Availability (NOA) for the EA was issued on August 21, 2026, and it initiated a 30-day public review period. Comments on the EA must be e-mailed or mailed to one of the following by September 21, 2026:
